Mr. Azmat Ali Ranjha
Rector
Mr. Azmat Ali Ranjha is the Rector of National School of Public Policy (NSPP), Pakistan’s premier institute for training and capacity building of senior ranking public servants. He is a career Civil Servant from the Pakistan Administrative Service (PAS). During his thirty five years with the Government, Mr. Ranjha has worked on several key administrative positions including Federal Secretary Commerce and Information Technology & Telecom, Secretary Agriculture and Finance, Government of the Punjab. He has also served as Consul General of Pakistan in Hong Kong and Pakistan’s Trade Minister in Washington DC. He joined NSPP as Rector on 21st April, 2017.

Mr. Ranjha has Masters degrees in English literature and Public Administration.

   
   
 
Dr. Shujat Ali.
DEAN

Dr. Shujat Ali is the Dean of National Management College Lahore, an Integral Unit of National School of Public Policy. He is responsible for planning and coordinating various training activities of National Management Wing and Senior Management Wing of the College. 
Dr. Shujat Ali has done his PhD, Economics from Simon Fraser University, British Columbia, Canada 2000 [Dissertation Title “Productivity Growth in Pakistan’s Agriculture:1960–1996]

He has served as Secretary to Government of Pakistan, Statistics Division, Government of Pakistan, Special Secretary Finance Division, Government of Pakistan (March 2016 to Feb 2017)

Secretary, Industries, Commerce & Investment Department.
Dr. Shujat Ali has also worked as Senior Management Advisor (Finance) (UNDP TAMEER Project),
Joint Secretary (Economic Reforms Unit), Chief Economist, Member Planning and Development Board, Program Director, Punjab Public Resource Management Program (Planning and Development Board, Government of the Punjab).
His other assignments were as Additional Finance Secretary (Budget), Additional Secretary (Governors’ Secretariat, Government of the Punjab.
Dr. Shujat has served in the following capacities as well:

  2. Deputy Commissioner, Bahawalnagar District, 1998-99.
  3. Economics Department, Simon Fraser University, 1994-96.

He has professional membership of Pakistan Society of Development Economists

   
 
Dr. Muhammad Jamil Afaqi, Chief Instructor  NMW
 

Dr. Afaqi is an officer of the Pakistan Audit and Accounts Service. Over his 30 year career he has worked on various assignments in the Department of the Auditor General of Pakistan as well as in various federal ministries and corporations. In 2010 he was awarded Fulbright Scholarship for Ph.D. studies in Public Policy, at George Mason University, USA. His doctoral work involved an analysis of public policy from the perspective of culture. Earlier, in 1997 he did MBA (Finance) from Oxford Brookes University, UK.  Before joining NMC as Directing Staff he was working as Director General Audit Punjab. His earlier assignments included a  five year tenure with SMEDA as General Manager Policy and Planning and, another five years with PEPCO as Senior Financial Analyst and, later, as Director Performance Monitoring. His current research interests are focused on study of institutional cultures in the post-colonial societies. In the course of his career he has visited various countries of Europe, North America, Africa, East Asia, Middle East and South Asia.

   
 
Dr. Iqbal Mohammed Chauhan, Director General (Admin)/Directing Staff
 

Dr. Iqbal Mohammed Chauhan, officer of Pakistan Administrative Service, belongs to 16th CTP. He joined the Civil Service of Pakistan in November, 1988. He also attended 103rd NMC and 11th SMC at NSPP, Lahore. He has done MBBS (Medicine & Surgery) from Allama Iqbal Medical College, Lahore. He also holds MBA degree from Griffith University, Australia and Master of Law (LLM) from McGill University Canada.
Dr. Iqbal had served in Federal & Provincial Governments in diverse areas of public sector management which includes Managing Director (WAPDA), Member BoR Punjab, Secretary Environment Punjab (took steps to eliminate pollution created by brick kilns, facilitated establishment of tannery zone in Sialkot and got conducted study for treatment of polluted water of Hadyara Drain), Member P&D Board, Commissioner (Sargodha), Special Secretary Agriculture Department & Higher Education Department, Additional Secretary Excise & Taxation Punjab, Director Administration in New Murree Development Authority, Joint Director Program in CSA Walton, Regional Director in Prime Minister’s Literacy Commission, Assistant Commissioner in Government of Baluchistan and Sindh.
Presently the officer is serving as Director General (Administration) National School of Public Policy, Lahore since April, 2017.

 
 
Mr. Sajid Siddique, Directing Staff (Training and Coordination)
 
Mr. Sajid Siddique joined the erstwhile District Management Group in 1991. Before joining the erstwhile DMG he served as an officer of Audit and Accounts Group in different capacities. He has served in two provinces; Baluchistan and Punjab, as well as in Federal Government. He served as Assistant Commissioner in different sub-divisions of Baluchistan. In Punjab he was posted in different departments and organizations including S&GAD, Finance Department, CM Secretariat, City District Government Lahore, Punjab Municipal Development Fund Company. In the Federal Government he served in Finance Division, Ministry of Local Government, and Human Rights Division, and National Fertilizer Marketing Ltd. He joined NSPP in March 2017 as Directing Staff. He currently holds the charge of Training & Coordination Wing of NMW. He earned MSc in Social Policy and Planning in Developing Countries from LSE UK, and MBA from Said Business School, University of Oxford UK. His areas of interest are Public Policy, Local Governments and service delivery, and Public Financial Management.

 

   
 
Mr. Faisal Shahkar, Directing Staff

Mr. Faisal Shahkar joined the Police Service of Pakistan in 1988. His current Rank/Grade is Inspector General of Police, (BPS-21). He has done Master of Law (LLM) from London, UK. 
He possess 30 years of experience in public administration policing and security sector management. This includes services at National as well as International level.
He started his career from Khyber Pakhtunkhwa (KP) and later he remained Chief of Police of two districts in Punjab. The responsibilities of District Police Chief include crime control, counter terrorism measures, ensuring security of general public, security of foreigners, human resource and personnel management, disaster management and handling of all security and safety issues.
He has served twice as Regional Police Chief. This is a senior level position in security and safety sector within the country. As a Regional Police Chief the responsibilities involved supervision of Districts Police Chiefs (3 to 6 districts comprises one Region), policy formulation on strategic matters of policing, security sector and rule of law. Monitoring and guiding operational responsibilities of policing in the area, maintaining liaison with Government functionaries/Members of Parliaments.
He contributed on Intelligence led policing in Punjab as Addl. IG/Head of Special Branch, Punjab, Pakistan. Also served as a member of Cabinet Committee on Law and Order, policing, counter terrorism and security matters. Besides internal management of the department, the responsibility included supervision/monitoring performance of duties of Punjab Police, observing the malpractices within the policing, security sector and governance, accordingly guiding/advising the government. It was a senior leadership position which examines, supervises and provides advice and guidance on strategic, operational and administrative issues pertaining policing, counter terrorism, and overall governance in the province.
In international arena he served almost a decade in the United Nations on policing, security sector, dealing with diplomatic missions and donor coordination. This includes around 4 years of experience working in United Nations field missions (United Nations Mission in Liberia (UNMIL) and United Nations mission Bosnia and Herzegovina (UNMIBH). In addition served on secondment in professional capacity in United Nations Hqrs in New York for more than 5 years on policing and security sector, including liaison with representatives of Member states and donor on police matters as well as coordination with police components of various UN field missions.

   
 
Mr. Farhan Aziz Khawaja, Directing Staff

Mr. Farhan Aziz Khawaja is an officer of Pakistan Administrative Services (PAS) with 27 years of service to his credit. He was born in 1968 and was schooled abroad in Doha, Qatar and Nigeria. He passed his Matriculation examination from St. Anthony’s High School Lahore in 1983 and was awarded merit scholarship, graduated from Government College Lahore in 1987 and was awarded merit scholarship in recognition of passing the examination with distinction. He passed LL.B. from the Punjab University Law College in 1990; during the course of his stay at the university, he was admitted to 2 diploma programmes namely, International Affairs from the Political Science Department, diploma in Taxation Laws and diploma in WTO from the said university.
In 1990, he competed for the Provincial Civil Service Competitive Examination conducted by Punjab Public Service Commission and on successful selection, joined the Provincial Civil Service on 5th May 1991. During the course of his service, he appeared in Master in History (Composite Exam) from the Punjab University and again got merit position. In 1992, he successfully competed the CSS Examination and was selected as an officer (DMG) and joined the aforesaid service on 31st October 1992. After the mandatory induction training in CTP and STP at Civil Services Academy, Lahore he was allocated to the Government of Sindh as Assistant Commissioner and joined it in the year 1994.
Since, 2011 to 2018 he  has held various leadership and policy positions and has worked as head of Attached Departments, Autonomous Bodies, Provincial Secretary  namely viz Managing Director, Punjab Small Industries Corporation, Commissioner, PESSI, Secretary I&C, Secretary Law & Parliamentary Affairs,  Secretary Labour & Human Resource, Secretary to Governor and Secretary (Services), Govt. of the Punjab. He was transferred to Federal Govt. and was assigned the position of Member Directing Staff (BS-21) NSPP, Lahore where he is responsible to oversee the teaching and capacity building of Senior Public Policy Managers of Govt. of Pakistan to prepare them for BS-21 assignments.

   
 
Dr. Nasir Javed, Directing Staff

Dr. Nasir Javed is a Senior Civil Servant with more than 30 years of administrative experience in various public sector organizations, mostly in the urban sector. Having a diverse knowledge base, with an MBA distinctively passed from the University of Wales, Cardiff, UK, as a Chevening Scholar; while previously holding degrees in Medicine, Psychiatry and Law, has an equally diverse experience of civil service and consultancy.
Out of 30 plus years of experience, last twenty three years of his career, he has exclusively worked in the urban sector, the highlight of which is the conception and establishment of The Urban Unit, a state of the art think tank & consultancy firm, within the public sector. 
Dr Javed is a member of the Syndicate of UET Lahore; has been a member of the Cities That Work council of the IGC; is a member of the editorial board of the journal, ‘Environment & Urbanization Asia” (SAGE publishers), founding editor of the Pakistan Journal of Urban Affairs’ and has authored a number of conference papers and book chapters in the urban sector. His specialization is in Institutional Development of the cities and municipal services.
